The answer is not quite, and there are a few key differences between each category.
Like toners, astringents are also used after cleansing but designed to remove oil and water from the skin.
Toners, on the other hand, are not.
Avoid toners with alcohol and witch hazel as they are too drying and can irritate skin, he adds.
But, a caveat.
